This article provides an overview of Fire Certificate compliance for Designated Premises in Malaysia, including the Fire Safety Organisation (OKK) requirement and its required Fire Safety Manager (FSM) and Fire Safety Officer (FSO) structure.

Fire Certificate and OKK Requirement

Designated Premises in Malaysia are subject to Fire Certificate requirements and are required to establish a Fire Safety Organisation, or Organisasi Keselamatan Kebakaran (OKK).

Under Regulation 6B of the Fire Services (Fire Certificate) Regulations 2001 [P.U. (A) 241/2001], as amended by the Fire Services (Fire Certificate) (Amendment) Regulations 2020 [P.U. (A) 290/2020], the required OKK structure includes:

  • One (1) Fire Safety Manager (FSM)
  • At least three (3) Fire Safety Officers (FSO)

The appointed FSM and FSOs are required to be certified by the Director General in the manner determined by the Director General.
