OKK Overview

Fire Safety Organisation (OKK) in Malaysia

An Organisasi Keselamatan Kebakaran (OKK), or Fire Safety Organisation, is an internal fire safety structure established within a Designated Premises. It coordinates fire prevention, emergency preparedness and response while providing a clear structure for managing fire safety responsibilities.

In Malaysia, Designated Premises are buildings or facilities required under fire safety law to obtain a Fire Certificate. Establishing an OKK is part of the compliance requirements for these premises.

According to the JBPM Annual Report 2018 , the Fire Safety Organisation (OKK) requirement took effect on 1 September 2018.

Fire Safety Manager in Malaysia

A Fire Safety Manager (FSM) is responsible for overseeing and coordinating fire safety management within a Designated Premises as part of the Fire Safety Organisation (OKK). Within the OKK, the FSM takes a leading role in ensuring fire safety arrangements are properly organised and the premises remains prepared for fire and emergency situations.

To fulfil this role, eligible participants undergo FSM competency training to develop the knowledge and practical understanding required to perform their responsibilities effectively.

FSM Duties

Key Responsibilities of a Fire Safety Manager

Prepare Fire & Emergency Response Plans

Coordinate the preparation and updating of fire and emergency response plans and required fire safety reports, including evacuation procedures and emergency actions.

Maintain Fire Safety Equipment & Systems

Coordinate the inspection and maintenance of firefighting equipment, fire protection systems, and fire safety installations to help ensure they remain ready for use.

Conduct Fire Safety Training & Fire Drills

Organise fire safety and emergency response training for occupants and coordinate fire drills to strengthen preparedness and emergency response.

04

Coordinate Fire Safety Organisation (OKK)

Coordinate Fire Safety Organisation (OKK) activities and support Fire Safety Officers in carrying out their assigned fire safety responsibilities.

Eligibility Requirements

Applicants for the Fire Safety Manager (FSM) course in Malaysia must meet the eligibility requirements established by the Fire and Rescue Department of Malaysia (Jabatan Bomba dan Penyelamat Malaysia – JBPM).

Applicants Must Meet the Following Requirements

  • Be a Malaysian citizen; and
    1. Hold at least a Bachelor’s Degree in Fire Safety; OR
    2. Hold a Bachelor’s Degree in Engineering or any other field recognised by the Director General; OR
    3. Hold a Diploma in Fire Safety, Engineering, or an equivalent qualification, with at least five (5) years of experience; OR
    4. Hold a Malaysian Skills Diploma (DKM), an equivalent certificate, or any other qualification recognised by the Director General; OR
    5. Be a former Senior Fire Officer with at least 7 years of experience;
