Fire Safety Organisation (OKK) in Malaysia
The Fire Safety Organisation (OKK) provides the internal structure for managing fire safety within a Designated Premises. Within this structure, the Fire Safety Officer (FSO) forms part of the team that supports the organisation’s fire safety arrangements alongside the Fire Safety Manager (FSM).
The OKK structure helps define how fire safety responsibilities are organised within the premises, with the FSM taking the coordinating role and FSOs supporting the implementation of assigned fire safety activities.

OKK Compliance Requirements
Under Section 27A of the Fire Services Act 1988 [Act 341], Designated Premises are required to establish a Fire Safety Organisation (OKK). The required composition of the OKK is set out in Regulation 6B of the Fire Services (Fire Certificate) Regulations 2001, which specifies that at least three Fire Safety Officers (FSOs) must be included.
Failure to establish the required OKK may result in prosecution and serious penalties.

Fire Safety Officer in Malaysia
A Fire Safety Officer (FSO) is a member of the Fire Safety Organisation (OKK) within a Designated Premises. Working as part of the OKK, the FSO supports the Fire Safety Manager (FSM) in carrying out fire safety activities and maintaining preparedness for fire and emergency situations.
Through FSO competency training, participants develop the practical skills and role-specific knowledge needed to carry out their responsibilities effectively.
FSO Duties
Key Responsibilities of a Fire Safety Officer
Fire Safety Inspection
- Check the condition and readiness of fire-fighting equipment and fire safety installations as directed by the FSM.
- Identify fire hazards and report issues requiring corrective action.
Emergency Response & Evacuation
- Follow and support the Fire and Emergency Response Plan (FERP) during a fire or emergency.
- Assist with assigned evacuation and emergency response activities.
Fire Drills
- Support fire drills and evacuation exercises as part of the OKK.
- Assist employees in understanding appropriate actions during a fire emergency.
Reporting & Follow-Up
- Record inspection findings and report identified fire safety issues to the FSM.
- Follow up on identified hazards or deficiencies requiring corrective action.

Eligibility Requirements
Before registering for Fire Safety Officer (FSO) competency training, applicants should confirm that they meet the eligibility requirements set by the Fire and Rescue Department of Malaysia (JBPM).

Applicants Must Meet the Following Requirements
- Be a Malaysian citizen; and
- Hold the Malaysian Certificate of Education (SPM) OR
- Hold an equivalent certificate recognized by the Director General; OR
- Be a former fire officer; AND
- Attend the required FSO Competency Course; AND
- Pass the FSO Competency Examination prescribed by the Director General.

The Fire Safety Manager (FSM) oversees and coordinates the overall fire safety management of the premises, while the Fire Safety Officer (FSO) supports the FSM in carrying out day-to-day fire safety duties and activities.
At least three (3) Fire Safety Officers (FSOs) are required as part of the Fire Safety Organisation (OKK) for designated premises in Malaysia, together with one Fire Safety Manager (FSM).
The FSO training is conducted face-to-face at our designated training location. The course is not conducted at the client’s premises, allowing participants to complete the required classroom and practical training in a structured training environment.
The Fire Safety Officer (FSO) Competency Course is conducted over four (4) days, covering the required knowledge and practical training for participants.
