Legal Requirement for OKK Under the Fire Services (Fire Certificate) Regulations 2001 [P.U. (A) 241/2001]
The regulations stipulate that every application for a Fire Certificate (FC) must be accompanied by a Certificate of the Establishment of a Fire Safety Organization (OKK).
According to Regulation 6B (2), an OKK must consist of at least:

- A minimum of three (3) Fire Safety Officers (FSO)
The establishment of the OKK is a mandatory requirement to ensure that fire safety standards within a premise comply with the guidelines set by the Fire and Rescue Department of Malaysia (JBPM).
